Additional Buttons for Training / Recruitments / Recruitment Fairs / Training Lobby

We currently have an issue with LEO going on-duty whilst doing trainings, Recruitment Fairs, or general recruitments, that are not opening CAD

We should add additional options for Training Lobby, or additionally do not show people in training lobby but still allow their actions due to training

Buttons for Recruitment/Fairs, as we had an instance with 15+LEO not going onto cad due to running recruitment fairs
